Woah. I totally disagree. He went in there, pretended like he was considering the Governor's offer, then came out of the meeting and prepared his people for war, basically doing the exact same thing the governor did.

He's using fear to manipulate his group and overcome their weaknesses. To me, he's getting more cynical and pragmatic, not weaker.
