In my view, Shefter is the consumate self-promoter and one who abuses his access in order to make statements to promote his brand. In other words, I take what he says with a grain of salt. I don't believe most, but not all, Chief's fand thought this franchise was going to be turned around in one season the way Atlanta and Miami were in 2008.
There is a boatload of clean-up required, from poor past drafts onto aging vets and underachievers who are being phased out. Haley will continue to mete out his type of tough love, make some mistakes along the way, and Pioli will stay true to the course he's set out in getting the types of players he wants.
BUT, it won't happen in one season or two. The earliest I see the Chiefs being a playoff contender again is 2011 and that's only if the player acquisitions/upgrades through the draft and free agency provide more hits than misses.
