He's from the Dominican Republic. Only players from the United States and Canada are eligible for the first-year player draft.
All players from Latin America are eligible to be signed as 16-year-olds.
Re: Finnegan. That's a gamble pick that might be designed to save some money for the next few picks, IMO. Finnegan also was in the running as a Top 10 pick until the shoulder issue (which has been completely cleared and has not hampered his stuff or his velocity).
