Okay, how about Jeff Sagarin NCAA football ratings then? It's one of the computer models that is used towards the BCS rankings.
They have the Big XII as the best conference (as for 11/10/2012) and the SEC as the 2nd best conference, and the PAC 12 as 3rd.
