Ummmm how is blaming the parents bad? No 12 year old should be online in chat rooms. Spare me the "it's 2012" speech. That's right. It is. If you're a responsible parent you don't put your kids on the ****ing internet unsupervised.
For kids, getting over really simple things can be hard. Your life is very "small" so something as "minor" to us, like a picture of breasts, can be a real wrecking ball to a kids life. A lot of kids don't have great relationships with their parents either, and again that's the parents fault.
It's our job to be the safe keepers for our children. When we fail, they pay the price.
