I usually start with one sixaxis (singer) and then put in the other three instruments.

Alsoo, if you have other USB stuff (keyboard, etc) plugged in, they might be getting early controller slots. Try turning your system off and on again, that resets all controllers.
Actually I looked it up online and it looks like in the new update...they made it so any other "controllers" that aren't actual sixaxis controllers.....get bumped down to 7 when they get plugged in.

And FTR....I start up the PS3 with my regular wireless sixaxis controller and then start up my wireless guitar....and it immediately gets kicked down to the 7 spot. If I start up another one.....it gets bumped down to 7 and my other guitar gets bumped up to 6. I have to manually go in and change the positioning of the controllers for them to work.
