there's a dude at Sanctuary, he wears shades and always has a weapon on his back. he will give you a weapon if you talk to him. he's given me two, and the first one was a badass sniper rifle....I sold the second but it was worth good money. now every time I go there I won't leave until I find him.

Use him early and often because once Sanctuary takes off into the sky, he barely comes around.
