That's what I had to start doing. I'd be in the middle of one of the little side missions or whatever and it's "Hey, a crime is about to happen".....ok, I'll run and do that one real quick and then come back....oh look, another crime is happening.
By the time I got done I was clear across the city from where I wanted to be.
