No, it's not usually done by the party w/ the weakest case, it's done by the first party to get a microphone. It's often done by the party with the most money. And even more often than that it's done by
both parties.
Seeing as how my profession is litigation, I'm pretty comfortable saying that I know exactly when and how an aggrieved party is likely to take to the airwaves in support of its position.
And am more than comfortable reiterating my previous position - your assertion here is completely meritless and not supported by facts or history.
Maybe you should try sticking to sports and avoiding giving social commentary on the behavior of those engaged in adversarial postures.
