Yeah, that's a legal block, but Goodell wants to make sure that running backs can't put their head down. And defensive backs cannot lead with their head, even if they use proper technique and can see what they are hitting, or target a "defenseless" receiver, but when they hit a receiver in the chest using their shoulder and hit them hard enough to separate them from the ball there is still a pretty good chance they get flagged or fined.
