Yes and no. The longer tenured coaches, Andy Reid and Bill Belichick, as well long tenured GMs would be able to give normal type data to compare the rest of the league against.
The Browns and Raiders type teams that are and or have been HC and GM turnstiles still generate data that can be compared against the better teams in the league. Generally GMs will get more than one coaching hire that will get 3 to 4 years each so a GM is around a large portion of that time frame.
