Happens all the time. IT guys don't want to work over the holidays and the surest way to make sure it doesn't happen is to make sure the holidays fall during the RFP quiet period.
They released a bid worth potentially $250M on December 4th with a due date of January 10th.
On top of that, me and my team suggested approach "X" for our response and our mgmt said "No, we're going with Y". Despite the protestations, we spent like 150 hours over 10 days crafting the "Y" response so that we could be done before the holidays.
Then on Friday, mgmt says "Hey, we want to win this bid, we're going with approach 'X' now".
