If he sucked the second year, the third year there'd be idle talk about competition, maybe a veteran brought in to 'push' or 'motivate' him. But the team would slog through another year hoping to turn him into a system QB or get some pennies back for their dollar.
A #1 overall is going to get 3 years easily, and if he doesn't work out, you've got to start over drafting another one. If your next one hits, it's probably year 5 before you're ready again.
All the while, there's a pretty well proven commodity available for a second, third, possibly free.
