It establishes a new base line of fail, thereby assuring anything they do in future years will be an improvement. It's kind of like drafting TJ #3. Get your FAIL out of the way when you are new to the job and then you have plenty of room for improvement.
The net effect of this trade is like trading our #1 for the #54 straight up, since Joeckel/Fisher will be just about the same as Albert probably. We'll save $2 M in salary by the move. That's enough to drop 53 spots in the draft isn't it?

Maybe you should look at it like this:
We replaced Cassel, the worst QB in the league last year with Alex Smith who was leading his team to a SB and has been solid the last two year and the BEST QB available.
Then we replaced Albert who was above average with a questionable future back issue that would cost us 9 mil with a more talented Eric Fisher that can anchor the line for the next 10 years and is young.
Then, assuming we trade Albert we pick up a playmaker or QBOTF with the free 2nd we have.
