Nope, just the four leftmost icons, and a 3D icon to the left of them. The youtube icon is at the rightmost corner of the embed.
But the fullscreen icon shows up if I click on the youtube icon and view the clip directly from their site.

And this isn't just a CP thing, over the past week or so, all embeds from youtube exhibit this.
