Yeah I suppose so.
Wasn't trying to say Rivers came right after Leaf but more to that they didn't shy away from using another 1st on a QB a few years down the road.
But yes you're correct. Drew Brees is just another example. 1st pick in the 2nd.
They got it right in that they kept investing in that position until they found a winner.
