Now that I've seen it, I suspect because of what JJ said, NASCAR's hand has been forced to at least talk about restarts. JJ makes a good point that the leader appeared to have been broken or something. If not, he sure wasn't racing, so while the intent is to let the leader lead the start, if he's not going to, based on technology and telemetry, I think racing was trumped for gaming on that restart.
