Honest question. I'm pretty dumb to this stuff, and am curious where someone with some intelligence on the matter stands.

Without nationalizing the energy companies, that won't happen. The oil companies are free to put the oil into the market and provide it to whomever will give them the highest profit. We also don't have the refining capacity to meet our demand.
