Sometimes kids just have a feeling about where they want to go. Rivals indicates that KU offered Rhodes and he's not interested in going there.
So I don't know where you're getting that Weis wasn't interested in him.

A little bit different situations, but your main premise is right. Rhodes was recruited by Kansas, just not interested in what the school had to offer (and apparently reacted really negatively to the pitch Grunhard/Weis used).
Missouri recruited Tony Pierson. He committed early and was sold on playing CB at Mizzou. Talked about his desire to be a shutdown corner and get things done.
Then he transferred to East St. Louis, the coach there got in his ear, and he decommitted to chase scholarships from Alabama, etc. as a running back.
When those didn't materialize, he tried to come back to Mizzou and was told "thanks, but no thanks."
Then he ended up at Kansas. Much longer and more contentious affair than what's going on with Rhodes.
