I think I figured this out. Look at the non-conference SOS. Some of the snubs (eg Colorado, Alabama, Va Tech) had a horrible non-conference SOS. They may have been thinking "well we're in a power conference, so we can start with easy teams, no problem", but this year if you did not go out and play someone in November and December, this committee savagely punished you. (exceptions: Saint Mary's and BC had good non-con SOS, so it is not a perfect rule)

VCU and UAB did not have terrific non-con SOS's, but they were much better than some of the high-profile teams who didn't get in.

Not saying I agree with this principle if this was what they had in mind, but this is the only rational explanation I can think of.
