Silock's criticism is valid. It's a common weakness of long fantasy series, imo. The authors are aiming for some kind of triumphal ending that ties everything up. In the meantime, they're so in love with creating in their world that they keep spinning off new ideas and threads in the created world, simultaneously slowing the pace of the original story lines.
That being said, a LOT happens in GRRM's world in comparison to say... Wheel of Time.
