However, I see those statements that have a profound impact on world economies and can't help to wonder what has transpired for that to have happened. What kind of behind the scenes politico is taking place to bring these ideas to life. Maybe I don't want to know.

The problem for the Kingdom is that while they can produce at $20, their economy is horribly (or wonderfully) tied to crude. I forget the exact number, but their breakeven point is something like $80/barrel. Less than that, they are going to run huge deficits.
