Can someone please explain why Hank just sat there in his truck when he got the warning in the "One Minute" episode? Why the Hell didn't he drive off? Even after he saw them coming he just sat there.

Or why the first shooter just stood there when he saw Hank put the truck in reverse?

Or why the second shooter didn't just pump one into Hank's skull to finish him off?

These ALL seem like plot devices to me.
