I' hearing "I want him banned again because he was banned before, and if you've been banned before, you should be banned again". Seems like circular reasoning to me.

I'd compare it to people who want to throw people in prison for weed. When you ask why people should go to prison over that they say, "because it can ruin your life". When you ask how it can ruin your life, they answer, "because it's illegal, and you can get thrown in prison for using it".
