Haley was hired by Pioli, so if Pioli is by nature an idiot at hiring people, then no. Haley is a terrific WR coach and a decent OC when he has some talent. If Haley couldn't figure out a more mature way of dealing with his issues with Pioli outside of rebelling, growing a beard, and acting paranoid, then he's not cut out to lead a franchise. He's fine where he is right now...
