Based on Wally's interviews, it sounds as though he expects the GM (whomever it may be) to dedicate their full-time effort to the task of evaluating players. He, on the other hand, while maintaining an interest in the subject, is too busy with coaching duties to properly assess potential talent. So, when it comes time to decide upon needs and possible fits, the two would collaborate while leaving the "final" decision up to the GM (and, by extension, Clark) based upon the economics. It's pretty clear that's the sort of structure and expectation he has in mind.
