They do own contractual rights. Also, keep in mind that the NFL signed a $1.9 billion dollar deal with ESPN in 2011 to broadcast MNF each year, so what happened earlier to that deal is somewhat irrelevant with that much money at stake.

They did. The NFL broadcast that game on Direct TV channel 718 only.
That said, I don't see any incentive for the NFL to move the Chiefs-Carolina game to Monday or Tuesday because of the actions of a murderer.
