God, pc pussies crying about that? Do they emit the same outrage over dressing up as military members? They kill people too. Do they bitch about the video games they buy the same 13yo?
If the kid is old enough to understand why it is humorous/ironic for halloween he is old enough to wear it. Just think 30years ago kids dressing up as kiss got similar outrage.
