I say they should just take a cargo ship filled with empty crates. Then when pirates come, the coast guard and navy personel that are hiding in some of the crates, and different stuff, come out with guns loaded. Then bring the pirates back to the us, then put them in jail. And as for the boats the pirates were on, tow it back with them and strip it for extra parts they could use on fixing up other coast guard or navy boats.
