I always liked Marvin Harrison as a player, but usually shooting people is a crime and criminals need to be punished.

I think it is better for everybody that Marvin Harrison not be prosecuted for anything discussed in that article, unless they knew for sure who the gunman for that second shooting was and could connect it to Harrison.

Seems like the dude was asking for it, and since the supposed victims iof the first shooting lied to the police, the prosecutor was right to not bring a case.
