Help Me Settle Something Here...

My co-worker and I are working on these maps at the office for future serviceability. We get to the point where I ask him about a particular address in Northern California that is only listed as Rockville Rd.

I ask him what is the cross-street. He says it doesn't have one. I'm saying it has to have one. All streets have a cross-street- even those that run along the shoreline will have a cross-street. Even those streets that run for miles into the desert will eventually have a cross-street. It's nearly impossible for one street not to meet another one.

Who's right? Is is possible for a street not to have a cross-street? I don't think so for it has to start somewhere and end somewhere, and in between- it must meet with another street. Thanks....
