Why are penalties half the distance to the goal if you are within the penalty yards?

If you're at the 10 and you get called for holding, its a 10 yard penalty. Your offense should move back to the 1.

Because logic, and chances for safeties are awesome.

you say that as if multiples times per game a team fails to achieve a first down by 0.5 yard (or less).
