What is the Greatest Team to not win the Super Bowl?

I'm going to narrow the list down, most were runners-up, but some weren't.

1998 Vikings: 15-1 Set the league record for points scored
2001 Rams: 14-2 w/ #1 O and #3 D
1990 49ers: 14-2, lost in NFC Ch. after Montana got annihilated and Roger Craig's Fumble.
1990 Bills: Clearly the better team. Lost the TOP battle 2-1, but still had a chance to win on Norwood's missed figgie.
1978 Cowboys: Closest to beating the curtain, #1 on O, #2 on D
1988 Bengals: 15-1 Beat by the greatest drive in NFL history, IMO, and one crackhead.
1992 49ers: 1 on O, 3 on D, 14-2. Lost to Dallas at home in the NFC Ch.
1984 Dolphins: 1 on O, 7 on D, but lost to an invincible 49er team in the Bowl
1967 Baltimore Colts: 11-1-2, 2 on O and D, lost to Namath's Jets
1983 Redskins: 14-2, 1 on O, got pounded by the Raiders in the bowl, the last NFC team to lose for 13 years
1997 Chiefs: 6 on O, 1 on D, Cheated out of the game by the eventual champs

1996 Broncos?? Lost at home in huge upset to upstart Jax

1997 Packers...lost in SB to Broncos....Holmgren made a few coaching blunders in that game.

1998 Vikings...15-1....kicker missed 1 kick all year....unfortunately it was the only one that truly mattered....

1990 Bills.....wide right....

1994 Cowboys....probably would have won 4 titles in a row if not for Switzer...
