If you look at the players on that ball, it was from years 2004, 2005, 2006, 2007.
If you go to Pro Football reference you can get the entire roster and players numbers for each season. Whoever signed this ball never played for KC during those years and no player wore #13. This ball looks to be signed at training camp before all the cuts. Besides a terrible signature, that guy was a terrible football player and was cut.
