Fantasy Football Cheating..

So, I have a Sportsline Fantasy Football League, and this morning I noticed our commish decided to pick up a certain WR that was denoted as "HOT" off the ADD / DROP before anyone else was allowed to even try to ADD him.

He claims it just let him do it and he didn't have to use any special commissioner's / admin privileges to add him. I"m calling BS. Can anyone that has Sportsline confirm that it would flag or alert you that you have to over ride the normal ADD in order to do this?

Additionally, what do people think a fair punishment should be? It's a 12 team league, so week 1 pickups can be huge, and I'd say he's probably looking at one of the top 3 teams- which means he could be looking at a nice $$$$ payout should he win or place in the top 3.
