The Buffalo thing is simple. Elway was blowing the script at the Super Bowls because he couldn't even win a rigged game without Terrell Davis. The NFL needed to deflect and bury the story of Elway's suckitude, so they needed a team failure that would bury his story. None of the league's preferred teams wanted to lose four straight Super Bowls, so they let Buffalo do it. It gave Buffalo a short-term leading role in the story line, which satisfied their market, and it satisfied the league's bigger goals.

They still have to produce a quality product that entertains...Just because it is rigged by a few... doesn't prevent them from creating the illusion of fair competition. The NBA, soccer and now tennis have all been hit with cheating scandals...why? Because they arent listed as an entertainment entity. The NFL can settle their corruption allegations, internally, without facing any legal/media ramifications.
