Thought maybe Greinke in 2009 but he didn't get his 11th win until August. David Cone did it in 1994.

Believe Kevin Appier was 11-2 before the all-star break in 93, with a sub-2 ERA and crazy K numbers.

He didn't start the All Star Game, though. (Some bum named Johnson did).

Appier got his 11th win just after the All Star Game on July 22.

May not be exactly what you were looking for, but using the Baseball Reference Play Index I came up with the results for Royals pitchers who had 11+ wins through the first half of the season (not always exactly the All-Star break):



I'm still familiarizing myself with the Play Index, but I think I got this one right. There could be a "before All-Star break" criteria somewhere in there that I am just missing.
