I just saw the replay. it was a good call. When the Mexican player heads the ball the player he heads the ball to is in the offside position. Offiside position is when the player is “nearer to his opponents’ goal line” means that any part of a player’s
head, body or feet is nearer to his opponents’ goal line than both the
ball and the second-last opponent.

The keeper has come out and is the second to last defender in this situation.

I've never played soccer competitively... but I understood the rule the same way. When the goalie stepped up, the defender on the goal line became the "goalie", essentially. That would put that player in an offside position undoubtedly. The announcers made me feel like I didn't really understand the rule.

The keeper got lucky. He should not have come out on this play. But if he does not come out the player is not offside.

Sometimes it pays to be lucky.
