What would you call a malicious attack that's just mildly annoying as opposed to doing something just as easy like taking down the entire site?

I've not been in the CP server since 2008 or so. Sure they can make everyone have an ID to access the board. Block all the bots. But....... The traffic the guests create help him get up the google results. And makes a little coin so we don't have to fundraise when we need a better host.
