That phrase was stupid from the start. Even before Obamacare, you were never entitled to keep your health insurance plan in the next year simply if you like it. The insurance company could change the terms, rates or whatever and then it's not the "same" plan.

"Keep your plan if it is available"--that would have saved them a lot of headaches.

To me the phrase used implies that there is nothing about Obamacare that would cause anyone's current policy to be rendered invalid or cancelled.

"If it is available" puts at least part of the blame on the insurance companies who made changes to avoid grandfathering. And more importantly, it would largely eliminate the accusations that they lied about it.
Sure, some people would still be pissed about losing their plan, but Obama wouldn't automatically get the blame and he wouldn't be accused of lying.
