2013 Farm Bill

I heard a snippet on the radio yesterday about the farm bill. I've been on the combine solid for several days and it's a PIA to sift through a bunch of articles on my phone. Would anybody be willing to give a summation of where this nonsense is?

Did they do anything with the renewable fuel standards and blending mandates?

EPA reduced but now looks like courts will jump in. The ethanol plants were built based on a level mandated and if they back off a ton of people will lose a lot of money. Or so it seems.

If they mandate a reduction, and allow blenders to use stockpiles, the ethanol and BioD industries are dead meat. Grain prices will tank.

I'm invested in BioD, which has been disastrous use of my money anyway, but this will put the nail in that coffin.

I never understood how ethanol got all the goodies when bioD is way easier to make and would have been a way better deal

Historically Ethanol got the goodies due to lobbyists and the belief that ethanol policy tax credits reduced the tax costs of farm subsidy programs because two of the biggest farm subsidy programs are contingent on market prices for crops: the loan deficiency payment and countercyclical payment programs. Biodiesel simply didn’t hit the potential volume of change that ethanol could when used in the centralized farm management approach, that I detest. For either fuel, the historic breakeven point without credits or subsidies was around $ 4.00 a gallon and conventional fuels haven’t risen to the point where this was a sustainable price-Good. Not to mention the poor relative performance of these fuels and the kizillions of gallons of water required to make these stills/blends /production facilities work in the real world. http://aepp.oxfordjournals.org/content/32/1/4.full

Prices have already shit the bed relative to fertilizer and chemical prices.

You probably hear more about it being in corn country, but this is my understanding. They didn't mandate a reduction, they just stopped the incremental increased mandate to avoid the blend wall. And as far as using the stocks, I'm pretty sure we were exporting ethanol, so as pong as global demand stays up ethanol plants can still buy cheap corn and export the ethanol. That will of course require corn and production to be comparably cheaper than the importing countries, but it isn't a closed system.

Biodiesel though, I have no clue.

When the legislation was made there was a tremendous surplus of corn. Not so much for beans.

Why I detest any farm bill or centralized approach. It is my land. Allow us to compete in a free market domestically and globally and feed city boys without state involvement. No subsidies. No price controls. If I fail, it will be another farmer's gain. Kind of like football.

It's in a proprietary newsletter, so I don't have a link, but Roy Ferguson, a former ag-finance professor at OSU and current independent consultant stated that:

"Moreover, the recently enacted Farm Bill legislation reportedly slashes government subsidies to agriculture by (45%) annually compared to 2013."

So that should appease the farm subsidy haters. That compares to the mighty 1% cut in SNAP.

I have no idea what milk prices have done since the passage of the bill, but I posted some stuff earlier about why it is a bad thing if the 1949 bill went back into effect.

Basically the 1949 bill required that the government ensure "parity", and if the prices got out of line the government would have to go in and buy up the supply. Apparently, the inflation numbers that were built in put it at $9.00. And it wasn't just mild. I believe I heard Flinchbaugh say that the prices for corn were like $14.00 and wheat was like $19.00.

According to the letter of the law, Vilsack (sp?) should have stepped in and started buying as soon as the old bill expired. He drug his feet and essentially shirked his responsibility and violated the law to give the broken ass congress more time to pass their bill.

As for the new farm bill, the only thing I know of is there is margin insurance for dairies. I don't know what all that entails.

I'm surprised all of the anti-farm bastards in this forum aren't dancing in the streets for the Congress finally cutting subsidies for the evil GMO planting poison spraying farmers.

I don't think it's just this forum. It's passing doesn't seem to be a conversation piece in any of the circles I've been through lately.

I'm starting to think a very large number of people have totally disconnected themselves from any government related conversation. Everything from party shills to casual casual observers have seemed to have tuned DC out.

I make it a point not to talk politics in social settings except privately with close friends. I'm not going down any of those roads in casual conversation. It's just too polarizing.
