Pentagon: Russia getting ready to send more powerful weapons into Ukraine

Washington (CNN) -- Russia is preparing the transfer of more powerful weaponry into Ukraine, and it could happen at any time, a Pentagon spokesman said Friday, citing the latest U.S. intelligence.

The transfer could be "imminent," the spokesman, Col. Steve Warren, told reporters. It's believed the weaponry will be driven into Ukraine "potentially today," he said, but it is not clear if Russian troops will be involved.

State Department spokeswoman Marie Harf also warned of the possibility Thursday, telling reporters, "We have new evidence that the Russians intend to deliver heavier and more powerful multiple rocket launchers to the separatist forces in Ukraine and have evidence that Russia is firing artillery from within Russia to attack Ukrainian military positions."

The United States has imagery showing weaponry, with burn marks in the grass, on the Russian side of the border, indicating that artillery was fired, a U.S. official tells CNN. The images remain classified and were not shared with CNN.

The Russian military has more powerful rocket launcher systems than the ones that have been sent across the border in the past. Intelligence indicates just under a dozen systems may be part of this latest shipment, according to a U.S. official.

Everything Russia is doing, Warren said, is "unquestionably an escalation."

Earlier Friday, the European Union stepped up pressure against Russians and others it blames for fomenting the crisis in Ukraine, banning visas and freezing the assets of 15 more people and 18 more companies and organizations.

The EU's move, which aims to punish those supporting a months-long pro-Russian rebellion in eastern Ukraine, comes as international pressure was stepped up on the rebels in a related issue: the discovery and return of more victims' remains from last week's crash of Malaysia Airlines Flight 17 in rebel-held territory.

Details about who was sanctioned Friday weren't immediately available. But the EU and the United States previously have targeted Russians and Ukrainians they say have assisted the rebellion and Russia's annexation in March of the Ukrainian Black Sea peninsula of Crimea -- such as Vladimir Shamanov, commander of Russian airborne troops.

The move brings the total number of EU sanctions in the Ukraine crisis to 87, and the number of entities to 20. The EU on Friday also widened its criteria for future sanctions, saying it would now look to punish not only those who are aiding the rebellion, but also those benefiting "from Russian decision makers responsible" for it.

Donetsk, Ukraine (CNN) -- Russia now has some 20,000 troops stationed by its border with conflict-torn eastern Ukraine, a NATO official told CNN Tuesday, a buildup that may trigger concern in Kiev and among its Western allies.

"They are in an area along the entire border with eastern Ukraine," the official said, adding that the forces were in different locations.

The official said the number had risen by 8,000 in the past week, from 12,000.

The NATO official said the forces seen now included a "spectrum" of assets, including infantry, mechanized divisions, armor, a lot of artillery, both conventional and air defense, and special forces and logistics.

"They are very capable Russian regular units and can move in a matter of hours and could significantly disrupt the situation" in eastern Ukraine, he said.

So, we gave more powerful weapons to the govt in Kiev and that's okay. But Russians in east Ukraine are supposed to have nothing to fight back with, even if Russia helps their people do so.

Just wow at the cognitive dissonance and hypocrisy. The Russian people are just supposed to take what a foreign power dictates lying down. During the Soviet era, the grassroots Russians directed their hate at their govt—not it's toward Americans.

Russian convoy to Ukraine abruptly changes course

Kiev, Ukraine (CNN) -- A convoy of 280 of Russian trucks headed for Ukraine -- which Moscow says is carrying relief goods for war-weary civilians -- has suddenly changed its course, according to a Ukrainian state news agency.

With thousands of Russian troops still posted near the Ukrainian border and Ukraine's military putting increasing pressure on pro-Russian fighters around the city of Donetsk, many in Ukraine and elsewhere fear that the so-called humanitarian mission is actually an attempt to smuggle supplies to pro-Russian rebels.

"Russia keeps inventing new excuses for their policy," Ukraine's deputy foreign minister, Danylo Lubkivsky, said Tuesday in Kiev. "In Georgia, it was defending pro-Russian minorities. In Ukraine's Crimea, preventing NATO invasion."

The trucks were expected to arrive at a checkpoint in Kharkiv on Wednesday but have bypassed that route, according to the website Ukrinform. It's not clear what route the convoy will now take.

"In Donbas," Lubkivsky said, referring to the war-torn eastern region of Ukraine that includes the contested cities of Donetsk and Luhansk, "they are trying to use the pretext of humanitarian aid and assistance."

Without offering proof, Ukrainian officials have even accused Russia of repainting military vehicles white to disguise their efforts.

In Kiev, where many loyalties lie with the Ukrainian government, skepticism of Russian President Vladimir Putin's motive was rampant among residents.

"Normal people do not send guns to kill people and food for them to eat in the same cars," said IT specialist Igor Vlasenko. "I think most Ukrainians want him to leave Ukraine alone. We can help ourselves."

And it's not just the Ukrainians raising concerns about a possible Russian Trojan horse.

Red Cross flummoxed


In an interview Monday with Reuters, NATO Secretary General Anders Fogh Rasmussen spoke of a "high probability" that Russia will invade Ukraine.

"We see the Russians developing the narrative and the pretext for such an operation under the guise of a humanitarian operation, and we see a military buildup that could be used to conduct such illegal military operations in Ukraine," he said.

Russia has acknowledged sending the convoy. In a conversation Monday with the President of the European Commission, Putin said his country was working with the International Committee of the Red Cross to deliver aid to civilians suffering as a result of savage fighting there.

Except the Red Cross says it doesn't know what Putin is talking about.

Spokesman Andrew Loersch said the agency doesn't have any agreement with Russia on such a convoy.

And Red Cross European operations chief Laurent Corbaz said Tuesday in Geneva that the agency hasn't gotten much clarity from Moscow about its purported role in the operation, including how the aid would be handed over and security guarantees for Red Cross workers.

"We said that we could be on board but that we needed to have some clarification first regarding modalities, practical steps that have to be implemented prior to a launch of such an operation," he said.

Red Cross officials don't even know what's in the shipment, Corbaz said.

According to the Russian news agency Itar-Tass, the shipment is bound for Luhansk and contains 400 tons of grain, 100 tons of sugar, 62 tons of baby food, 54 tons of medical supplies, sleeping bags and "electrical power units."

At the opening of a Ukraine Cabinet meeting on Wednesday, Prime Minister Arseniy Yatsenyuk said that "Ukraine can receive humanitarian aid exclusively through the Red Cross and within international legal framework."

'False pretense'

But after an incident Saturday in which Ukrainian officials claim to have stopped a purported aid convoy accompanied by Russian troops, Ukraine has vowed to stop any "uncertified" aid convoy from Russia.

In the Saturday incident, Ukraine's Deputy Head of the Presidential Administration Valeriy Chaly told a Ukrainian television channel that the convoy was nothing more than a Russian provocation.

"Under a false pretense of agreement with the International Committee of the Red Cross in Ukraine, a humanitarian convoy of 'peacekeepers' was ready to enter the country, apparently in order to provoke a full-scale conflict," he said.

U.S. officials have warned Russia against using aid as a means of wading deeper into the Ukraine conflict.

At a U.N. Security Council meeting Saturday, U.S. Ambassador Samantha Power said Russia has no business delivering aid in Ukraine when international aid groups are better equipped to do the job.

"Therefore, any further unilateral intervention by Russia into Ukrainian territory -- including one under the guise of providing humanitarian aid -- would be completely unacceptable and deeply alarming," she said. "And it would be viewed as an invasion of Ukraine."

Secretary of State John Kerry made a similar point with his Russian counterpart on Saturday, according to the State Department.

While Western leaders have refused any suggestion that Russian acts could draw NATO nations into war over Ukraine, they do say it would lead to even stricter economic sanctions against Russia than those already imposed by the United States and the European Union.

So far, Russian officials have shrugged off the sanctions.

KAMENSK-SHAKHTINSKY, Russia (AP) — A large Russian aid convoy headed toward Ukraine Thursday, taking a road leading directly toward a border crossing controlled by pro-Russian rebels in the Luhansk region.

Ukraine's government threatened to block the convoy if the cargo could not be inspected, and Kiev announced it was organizing its own shipment of humanitarian aid.

The Russian convoy of more than 200 vehicles had been parked at a military depot in the southern Russian city of Voronezh since late Tuesday amid disagreement over how and where the aid could be delivered to Ukraine, where government troops are battling pro-Russia separatists.

On Thursday the white trucks, some flying the red flag of Moscow city and accompanied by green military vehicles, traveled down a winding highway through sunflower fields and rolling green hills. They turned off that road near the city of Kamensk-Shakhtinsky, driving west toward the Ukraine border crossing of Izvaryne, which is currently under rebel control.

The route suggested Russia was intent on not abiding by a tentative agreement to deliver aid to a government-controlled border checkpoint in the Kharkiv region, where it could more easily be inspected by Ukraine and the Red Cross. Moscow has insisted it coordinated the dispatch of the goods, which it says range from baby food and canned meat to portable generators and sleeping bags, with the international Red Cross.

Andriy Lysenko, a spokesman for Ukraine's National Security and Defense Council, said Ukraine would be forced to act if the Russians refused to allow inspection of its cargo. "In this case, movement of the convoy will be blocked with all the forces available," he said, though it was unclear what Ukraine's forces could do.
