Depends on the paper. Sometimes it's a straight vote of the editorial board. Sometimes the owner and/or publisher dictates the endorsement. (In this case it's customary for the owner and/or publisher to swear up and down that he does no such thing.) Often a paper's own financial interests are the determining factor. If a paper sells more product to a liberal audience, by and large, then it just might decide that endorsing a conservative and pissing off the larger fraction of their customer base is probably not a good idea. Some newspapers are cemented in a viewpoint that makes discussion a waste of time.
