Here's a pretty good review of A.

St. Louis is trying to have better control over their own police forces. Currently they have to run everything through state-wide appeals process, which (a.) gums up the works, and (b.) prevents a degree of self-determination for the folks of St. Louis.

As for E, this was clearly a preemptive shot at Obamacare.

One of the most important aspects of the Affordable Care Act is for buying insurance to be much, much easier. State-run exchanges make that much easier.

E would ban a state-run exchange from ever being created in Missouri.

This would likely run counter to federal law, and end up in the federal court system, though I'm not sure how the courts would come down since they said that states don't have to have the Medicaid expansion dumped on them against their will -- so the courts could conceivably rule in favor of Missouri here, though I doubt it.

What is a health insurance exchange?

Exchanges are new organizations that will be set up to create a more organized and competitive market for buying health insurance. They will offer a choice of different health plans, certifying plans that participate and providing information to help consumers better understand their options.

Beginning in 2014, Exchanges will serve primarily individuals buying insurance on their own and small businesses with up to 100 employees, though states can choose to include larger employers in the future. States are expected to establish Exchanges--which can be a government agency or a non-profit organization--with the federal government stepping in if a state does not set them up. States can create multiple Exchanges, so long as only one serves each geographic area, and can work together to form regional Exchanges. The federal government will offer technical assistance to help states set up Exchanges.

I'm in favor of Prop B because it favors funneling additional funding to education instutitions and health institutions across Missouri by a menial cigarrette tax increase. It is the definition of taking something bad and turning it into something good.

And Amendment 3 is one of the few issues where Missouri has had a visionary system put in place to promote the election of effective judges, so visionary that a dozen other states have followed what is now called "The Missouri System."
