Yeah, I should know this because they were talking about what the rule was and if they should change it back when, errr....something was happening. The worry was that a Republican governor would appoint a Republican to fill the seat until the special election or somesuch. The Democratic controlled legislature wasn't hot on that idea (shocking, I know).

My memory is that the Governor gets to select an interim person to hold the seat and a special election is held to fill the seat when the 2 years is up. But don't hold me to that. I could definitely be wrong (or the law might have changed away from that).
