best graphics card under 100 dollars?

Any suggestions?

I'm leaning towards this one refurished

Whenever I'm looking into new graphics cards I always check tomshardware.com for their reviews. They do an awesome job of comparing different cards to eachother, and give you different price ranges of cards as well.
