North Korea Declares War on the US

Full war declaration statement from DPRK (via KCNA):

The moves of the U.S. imperialists to violate the sovereignty of the DPRK and encroach upon its supreme interests have entered an extremely grave phase. Under this situation, the dear respected Marshal Kim Jong Un, brilliant commander of Mt. Paektu, convened an urgent operation meeting on the performance of duty of the Strategic Rocket Force of the Korean People's Army for firepower strike and finally examined and ratified a plan for firepower strike.

The important decision made by him is the declaration of a do-or-die battle to provide an epochal occasion for putting an end to the history of the long-standing showdown with the U.S. and opening a new era. It is also a last warning of justice served to the U.S., south Korean group and other anti-reunification hostile forces. The decision reflects the strong will of the army and people of the DPRK to annihilate the enemies.

Now the heroic service personnel and all other people of the DPRK are full of surging anger at the U.S. imperialists' reckless war provocation moves, and the strong will to turn out as one in the death-defying battle with the enemies and achieve a final victory of the great war for national reunification true to the important decision made by Kim Jong Un.

The Supreme Command of the KPA in its previous statement solemnly declared at home and abroad the will of the army and people of the DPRK to take decisive military counteraction to defend the sovereignty of the country and the dignity of its supreme leadership as regards the war moves of the U.S. and south Korean puppets that have reached the most extreme phase.

Not content with letting B-52 make sorties into the sky over south Korea in succession despite the repeated warnings of the DPRK, the U.S. made B-2A stealth strategic bomber and other ultra-modern strategic strike means fly from the U.S. mainland to south Korea to stage a bombing drill targeting the DPRK. This is an unpardonable and heinous provocation and an open challenge.

By taking advantage of the U.S. reckless campaign for a nuclear war against the DPRK, the south Korean puppets vociferated about "preemptive attack" and "strong counteraction" and even "strike at the commanding forces", openly revealing the attempt to destroy monuments symbolic of the dignity of the DPRK's supreme leadership.

This clearly shows that the U.S. brigandish ambition for aggression and the puppets' attempt to invade the DPRK have gone beyond the limit and their threats have entered the reckless phase of an actual war from the phase of threat and blackmail.

The prevailing grim situation more clearly proves that the Supreme Command of the KPA was just when it made the judgment and decision to decisively settle accounts with the U.S. imperialists and south Korean puppets by dint of the arms of Songun, because time when words could work has passed.

Now they are openly claiming that the B-2A stealth strategic bombers' drill of dropping nuclear bombs was "not to irritate the north" but "the defensive one". The U.S. also says the drill is "to defend the interests of its ally". However, it is nothing but a lame pretext to cover up its aggressive nature, evade the denunciation at home and abroad and escape from the DPRK's retaliatory blows.

The era when the U.S. resorted to the policy of strength by brandishing nuclear weapons has gone.

It is the resolute answer of the DPRK and its steadfast stand to counter the nuclear blackmail of the U.S. imperialists with merciless nuclear attack and their war of aggression with just all-out war.

They should clearly know that in the era of Marshal Kim Jong Un, the greatest-ever commander, all things are different from what they used to be in the past.

The hostile forces will clearly realize the iron will, matchless grit and extraordinary mettle of the brilliant commander of Mt. Paektu that the earth cannot exist without Songun Korea.

Time has come to stage a do-or-die final battle.

The government, political parties and organizations of the DPRK solemnly declare as follows reflecting the final decision made by Kim Jong Un at the operation meeting of the KPA Supreme Command and the unanimous will of all service personnel and people of the DPRK who are waiting for a final order from him.

1.From this moment, the north-south relations will be put at the state of war and all the issues arousing between the north and the south will be dealt with according to the wartime regulations.

The state of neither peace nor war has ended on the Korean Peninsula.

Now that the revolutionary armed forces of the DPRK have entered into an actual military action, the inter-Korean relations have naturally entered the state of war. Accordingly, the DPRK will immediately punish any slightest provocation hurting its dignity and sovereignty with resolute and merciless physical actions without any prior notice.

2. If the U.S. and the south Korean puppet group perpetrate a military provocation for igniting a war against the DPRK in any area including the five islands in the West Sea of Korea or in the area along the Military Demarcation Line, it will not be limited to a local war, but develop into an all-out war, a nuclear war.

It is self-evident that any military conflict on the Korean Peninsula is bound to lead to an all-out war, a nuclear war now that even U.S. nuclear strategic bombers in its military bases in the Pacific including Hawaii and Guam and in its mainland are flying into the sky above south Korea to participate in the madcap DPRK-targeted nuclear war moves.

The first strike of the revolutionary armed forces of the DPRK will blow up the U.S. bases for aggression in its mainland and in the Pacific operational theatres including Hawaii and Guam and reduce not only its military bases in south Korea but the puppets' ruling institutions including Chongwadae and puppet army's bases to ashes at once, to say nothing of the aggressors and the provokers.

3. The DPRK will never miss the golden chance to win a final victory in a great war for national reunification.

This war will not be a three day-war but it will be a blitz war through which the KPA will occupy all areas of south Korea including Jeju Island at one strike, not giving the U.S. and the puppet warmongers time to come to their senses, and a three-dimensional war to be fought in the air, land and seas and on the front line and in the rear.

This sacred war of justice will be a nation-wide, all-people resistance involving all Koreans in the north and the south and overseas in which the traitors to the nation including heinous confrontation maniacs, warmongers and human scum will be mercilessly swept away.

No force on earth can break the will of the service personnel and people of the DPRK all out in the just great war for national reunification and of all other Koreans and overpower their might.

Holding in high esteem the peerlessly great men of Mt. Paektu, the Korean people will give vent to the pent-up grudge and realize their cherished desire and thus bring a bright day of national reunification and build the best power on this land without fail.

I don’t have any fear of a “Red Dawn” North Korea invading the United States. China and Russia combined couldn’t even get close but, the little chubby boy running (or not running) North Korea is new at the job and really doesn’t know how to play the game.

South Korea has new Leadership.
China has new leadership and, the United States has John Kerry as our new point man. Any one of these could make a mistake or miscalculation that could lead to an incident that could quickly spiral out of control. A full blown conflict between the North and South would end up costing us billions if not trillions of dollars we really don’t need to add to the debt not to mention thousands probably tens of thousands of American lives.

The report came hours after North Korea's military warned that it has been authorized to attack the U.S. using "smaller, lighter and diversified" nuclear weapons. It was the North's latest war cry against America in recent weeks. The reference to smaller weapons could be a claim that North Korea has improved its nuclear technology, or a bluff.

The North is not believed to have mastered the technology needed to miniaturize nuclear bombs enough to mount them on long-range missiles.

South Korean Defense Minister Kim Kwan-jin said he did not know the reasons behind the North's missile movement, and that it "could be for testing or drills."

He dismissed reports in Japanese media that the missile could be a KN-08, which is believed to be a long-range missile that if operable could hit the United States.

Kim told lawmakers at a parliamentary committee meeting that the missile has "considerable range" but not enough to hit the U.S. mainland.

The range he described could refer to a mobile North Korean missile known as the Musudan, believed to have a range of 3,000 kilometers (1,800 miles). That would make Japan and South Korea potential targets — along with U.S. bases in both countries — but there are doubts about the missile's accuracy.

The Pentagon announced that it will hasten the deployment of a missile defense system to the U.S. Pacific territory of Guam to strengthen regional protection against a possible attack.

Experts say North Korea has not demonstrated that it has accurate long-range missiles. Some suspect that an apparent long-range missile unveiled by the North at a parade last year was actually a mockup.

"From what we know of its existing inventory, North Korea has short- and medium-range missiles that could complicate a situation on the Korean Peninsula (and perhaps reach Japan), but we have not seen any evidence that it has long-range missiles that could strike the continental U.S., Guam or Hawaii," James Hardy, Asia Pacific editor of IHS Jane's Defence Weekly, wrote in a recent analysis.

Kim, the South Korean defense minister, said that if North Korea were preparing for a full-scale conflict, there would be signs such as the mobilization of a number of units, including supply and rear troops, but South Korean military officials have found no such preparations.

"(North Korea's recent threats) are rhetorical threats. I believe the odds of a full-scale provocation are small," he said. But he added that North Korea might mount a small-scale provocation such as its 2010 shelling of a South Korean island, an attack that killed four people.

North Korea has been railing against joint U.S.-South Korean military exercises that are taking place in South Korea and has expressed anger over tightened U.N. sanctions for its February nuclear test. Many of the threats come in the middle of the night in Asia — daytime for the U.S. audience.

Analysts say the threats are probably efforts to provoke softer policies from South Korea, to win diplomatic talks with Washington and to solidify the image of young North Korean leader Kim Jong Un.

At times, North Korea has gone beyond rhetoric.

On Tuesday, it announced it would restart a plutonium reactor it had shut down in 2007. A U.S. research institute said Wednesday that satellite imagery shows that construction needed for the restart has already begun.

For a second day Thursday, North Korean border authorities denied entry to South Koreans who manage jointly run factories in the North Korean city of Kaesong. South Koreans already at the plant were being allowed to return home.

South Korea has prepared a military contingency plan should North Korea hold South Korean workers hostage in Kaesong, Defense Minister Kim said. He wouldn't elaborate.

Outraged over comments in the South about possible hostage-taking and a military response from Seoul, a North Korean government-run committee threatened to pull North Korean workers out of Kaesong as well.

North Korea's military statement Thursday, from an unnamed spokesman from the General Bureau of the Korean People's Army, said its troops had been authorized to counter U.S. "aggression" with "powerful practical military counteractions," including nuclear weapons.

It said America's "hostile policy" and "nuclear threat" against North Korea "will be smashed by the strong will of all the united service personnel and people and cutting-edge smaller, lighter and diversified nuclear strike means."

U.S. Defense Secretary Chuck Hagel said Washington is doing all it can to defuse the situation.

"Some of the actions they've taken over the last few weeks present a real and clear danger and threat" to the U.S. and its allies, Hagel said Wednesday.

South Korea's Defense Ministry said its military is ready to deal with any provocation by North Korea. "I can say we have no problem in crisis management," deputy ministry spokesman Wee Yong-sub told reporters.

The defense minister, however, was criticized by lawmakers over a North Korean defector who stole a South Korean fishing boat Wednesday night and fled back to North Korea across the western sea border.

Kim said South Korean radar had a "blind spot" in the area and South Korean troops were unaware the defector was fleeing until he almost reached the North Korean side. Lawmakers questioned his military's readiness to detect and counter enemy troops who might use similar blind spots.

This spring's annual U.S.-South Korea drills have incorporated fighter jets and nuclear-capable stealth bombers. The allies insist they are routine exercises. North Korea calls them rehearsals for a northward invasion and says it needs nuclear weapons to defend itself.

On Sunday, Kim Jong Un led a high-level meeting of party officials who declared building the economy and "nuclear armed forces" as the nation's priorities.

North Korea is believed to be working toward building an atomic bomb small enough to mount on a long-range missile. Long-range rocket launches designed to send satellites into space in 2009 and 2012 were widely considered covert tests of missile technology, and North Korea has conducted three underground nuclear tests.

"I don't believe North Korea has the capacity to attack the United States with nuclear weapons mounted on missiles, and won't for many years. Its ability to target and strike South Korea is also very limited," nuclear scientist Siegfried Hecker, a senior fellow at the Center for International Security and Cooperation at Stanford University, said this week.

In comments posted on CISAC's website, Hecker said North Korea knows a nuclear attack would be met with "a devastating nuclear response."

Hecker has estimated that North Korea has enough plutonium to make several crude nuclear bombs. Its announcement Tuesday that it would restart a plutonium reactor indicated that it intends to produce more nuclear weapons material.

The U.S.-Korea Institute at Johns Hopkins School of Advanced International Studies has analyzed recent commercial satellite imagery of the Nyongbyon nuclear facility, where the reactor was shut down in 2007 under the terms of a disarmament agreement. A cooling tower for the reactor was destroyed in 2008.

The analysis published Wednesday on the institute's website, 38 North, says that rebuilding the tower would take six months, but a March 27 photo shows building work may have started for an alternative cooling system that could take just weeks. Experts estimate it could take three months to a year to restart the plant.

LONDON/SEOUL (Reuters) - North Korea has asked embassies to consider moving staff out and warned it cannot guarantee the safety of diplomats after April 10, Britain said, amid high tension and a war of words on the Korean peninsula.

The requests come on the heels of declarations by the government of the secretive communist state that real conflict is inevitable, because of what it terms "hostile" U.S. troop exercises with South Korea and U.N. sanctions imposed over North Korea's nuclear weapons testing.

"The current question was not whether, but when a war would break out on the peninsula," because of the "increasing threat from the United States", China's state news agency Xinhua quoted the North's Foreign Ministry as saying.

It added that diplomatic missions should consider evacuation. North Korea would provide safe locations for diplomats in accordance with international conventions, Xinhua quoted the ministry as saying in a notification to embassies.

Britain said its embassy in Pyongyang had been told by the North Korean government it "would be unable to guarantee the safety of embassies and international organizations in the country in the event of conflict from April 10th".

"We believe they have taken this step as part of their continuing rhetoric that the U.S. poses a threat to them," Britain's Foreign Office said.

It said it had "no immediate plans" to evacuate its embassy and accused the North Korean government of raising tensions "through a series of public statements and other provocations."

A Polish spokesman said Warsaw saw the latest statements by Pyongyang as "an inappropriate element of building up the pressure and we obviously think that there is no risk from outside on North Korea". He added that the Polish embassy saw no need to move staff out.

"This question has been directed to all embassies that are on the ground in Pyongyang," a Swedish Foreign Office official said.

Under the Vienna Convention that governs diplomatic missions, host governments are required to help get embassy staff out of the country in the event of conflict.

Russia's Foreign Ministry said North Korea had "proposed that the Russian side consider the evacuation of employees in the increasingly tense situation", according to a spokesman for its embassy in Pyongyang.

Moscow said it was "seriously studying" the request. A statement from its foreign ministry said Russia hoped all parties would show restraint and considered "whipping up military hysteria to be categorically unacceptable."

In a fusillade of statements over the past month, North Korea has threatened to stage a nuclear strike on the United States, something it lacks the capacity to do, according to most experts, and has declared war on South Korea.

Military analysts say North Korea might be able to hit some part of the United States, but not the mainland and not with a nuclear weapon.

The threats against the United States by North Korea's young leader Kim Jong-un are "probably all bluster", said Gary Samore, until recently the top nuclear proliferation expert on President Barack Obama's national security staff.

The North Koreans "are not suicidal. They know that any kind of direct attack (on the United States) would be end of their country," he added.

On Friday, South Korean media reported that North Korea had placed two of its intermediate-range missiles on mobile launchers and hidden them on the east coast of the country in a move that could threaten Japan or U.S. Pacific bases.

The report could not be confirmed.

Speculation centered on two kinds of missiles, neither of which is known to have been tested.

One is the so-called Musudan missile which South Korea's Defence Ministry estimates has a range of up to 3,000 km (1,865 miles). The other is the KN-08, believed to be an inter-continental ballistic missile.

The North has always aggressively condemned the regular military exercises held by U.S. forces and their South Korean allies, but its reaction to this year's has reached a blistering new pitch.

"The rhetoric is off the charts," said Victor Cha, former director for Asian affairs at the White House National Security Council.

The verbal assaults from Pyongyang have set financial markets in South Korea, Asia's fourth largest economy, on edge.

South Korean shares slid on Friday, with foreign investors selling their biggest daily volume in nearly 20 months, hurt after aggressive easing from the Bank of Japan sent the yen reeling, as well as by the tension over North Korea.

"In the past, (markets) recovered quickly from the impact from any North Korea-related event, but recent threats from North Korea are stronger and the impact may therefore not disappear quickly," Vice Finance Minister Choo Kyung-ho said.

Kim Jong-un, 30, is the third member of his dynasty to rule North Korea. He took over in December 2011 after the death of his father Kim Jong-il, who staged confrontations with South Korea and the United States throughout his 17-year rule.

Some fear the young leader of the isolated communist state may view the risk of conflict as one worth taking.

"We don't understand this new guy at all. And if the North Koreans move to provoke the South, the South is going to retaliate in a way we haven't seen before," Cha said.
