Saline County Commissioner Jim Gile said it was a "bad choice of words" Tuesday when he used the expression "****er-rigging it" in a heated discussion with Commissioner John Price.

Gile, 68, who is serving his first term after taking office in January, used the phrase during a discussion about whether to hire an architect to design repairs to the county's Road and Bridge Department building.

In a recording made by County Clerk Don Merriman of the study session, Gile, who is white, can be heard to say the county needed to hire an architect to design the improvements rather than "****er-rigging it."

His comment brought laughter from others in the room. Salinan Ray Hruska, who attends most commission meetings and study sessions, asked Gile what he said.

"Afro-Americanized," Gile replied.

"He's like that congressman from Alaska," Commission Chairman Randy Duncan can be heard to say of Gile's comment.

Duncan was referring to Rep. Don Young, R-Alaska, who in a recent radio interview called Latino ranch workers at his father's farm "person of Hispanic heritages."

Gile said Friday that he meant to say "jury-rigged."

"I had it (jury-rigged) on my brain and this came out," Gile said. "It was a bad choice of words. I'm sorry."

It is 'unfortunate'

The Rev. Allen Smith, pastor at St. John's Missionary Baptist Church, said Gile's statement is "an offensive slur" but not something Gile meant to say.

"Some people grew up saying it, which is unfortunate," said Smith, who is black. "They grew up in that environment and sometimes they subconsciously say something. It is not a politically correct statement. It wasn't then and is even less now."

Smith said Duncan's comment seems like an attempt to justify Gile's comment without saying anything -- even if that wasn't his intention.

Not meant to offend

Duncan said Friday that Gile's choice of words was not intended to offend anyone.

"Knowing Jim Gile as I do, there is not a racist bone in his body," he said. "He would give the shirt off his back to help anyone, no matter their race or status."

Duncan said the comment was language used when Gile was younger that is no longer used.

"He didn't mean anything by it," he said.

Commissioner John Price declined comment.

I'm not prejudiced

Gile said he grew up around the term, but it is something he shouldn't have used.

"I am not a prejudiced person," Gile said Friday. "I have built Habitat homes for colored people."

Gile said he also has a close friend whom he regards as a sister who is black.

"I don't ever do anything bad and don't know how to do anything bad. People know I am not," he said.

In addition to building Habitat homes, Gile has been involved with CAPS, DVACK, the Food Bank, Salvation Army and Salina Rescue Mission, and he helped start Hunger Barrel, Souper Bowl and Project Salina.

In 1989, Gile was awarded the JC Penney Golden Rule award for his volunteer work and he was given the Salina Award for Outstanding Citizen in 2009.

Respect the apology

Smith said comments like Gile's show that a person may be thinking the phrase but not saying it. He said he is glad Gile recognizes the statement was wrong.

"We have to recognize that terms were used in the past that are of a sensitive nature," Smith said. "This shows we are not where we need to be, which is unfortunate. I respect him for the apology. I'm glad he is honest enough to admit it. It was a poor choice of words and statements."

"When any public official or sports commentator makes a statement like this, they have to understand the culture of the environment we live in now," Smith said. "In some cases, it undoes the progress or affirms what people think a person is thinking. There needs to be more effort to be sensitive to the different backgrounds of people in the city."

Contemporary drawings and paintings show a wide variety of jury rigs, attesting to the creativity of sailors faced with the need to save their ships. Example jury-rig configurations are:
A spare topmast
The main boom of a brig
To replace the foremast with the mizzenmast: mentioned in W. Brady's The Kedge Anchor (1852)
The bowsprit set upright and tied to the stump of the original mast.

The jury mast knot is often mentioned as a method to provide the anchor points for securing makeshift stays and shrouds to the new mast. However, there is a lack of hard evidence regarding the knot's actual historical use.[7]

The Finnish language uses the term itäkätevyys ("Eastern handiness"). It describes the inventiveness of the Eastern Europeans in overcoming those handicaps with improvisation and use of unconventional materials.
