US in massive debt, millions unemployed, and no White House tours due to sequestration. But we have the greenbacks for this?

Can Obama give $7B without some sore of approval? If so, what budget would it come from? If Not, why would he pledge such things knowing he may be turned down?

That's the question that popped into my head as well. Then I read the article:

Apparently they provided funds to build the Burma Road, Pan American Highway and the rebuilding of Europe after WWII among other things.
