No. Brock's 2017 salary $16MM is fully guaranteed. So bottom line -- Cleveland spends $16MM to get a 2nd, and move back from 4 to 6. Seems pretty damn smart to me (if you have WAAY too much cap space).

Note also the signing bonus acceleration is all on Houston's books, not Cleveland, so Cleveland -- once they cut Brock after 2017, will have no dead cap space and no acceleration.
